Plumbing Certificate of Compliance in Cape Town: Cost and Process

Selling a property in Cape Town? Before the sale can be registered, you need a plumbing certificate of compliance (COC) for the water installation.

It is one of the last steps in the transfer process, and one of the easiest to leave too late. Knowing what the inspection checks, what affects the cost and how the process works helps you avoid delays.

Let It Flow Plumbing carries out plumbing COC inspections across Cape Town, and we can also fix any issues we find so your property passes.

Our full range of plumbing compliance certificates includes geyser, solar geyser and heat pump COCs.

When Do You Need a Plumbing COC in Cape Town?

In Cape Town, a certificate of compliance for the water installation must be submitted to the City when a property is transferred to a new owner.

This applies to properties in the City of Cape Town municipal area, and in practice it applies to houses, flats and sectional title units alike.

In most sales the seller arranges and pays for the certificate, and it is usually included as a condition in the offer to purchase.

A COC may also be required when you install or replace a geyser, or install a solar geyser or heat pump, because this is regulated plumbing work. Your insurer may ask for it if you make a claim.

What Does a Plumbing COC Inspection Check?

The plumber inspects the water installation and confirms a specific set of points. According to the City of Cape Town certificate of compliance form for transfer of ownership, these include:

  • The hot water cylinder (geyser) installation complies with SANS 10252 and SANS 10254
  • Water pipes, especially in the roof space, are properly saddled
  • The water meter records flow when water is drawn and does not register when consumption stops
  • The private isolating valve is in place and working
  • None of the terminal water fittings leak and they are correctly fixed in position
  • No stormwater is discharged into the sewerage system
  • There is no cross connection between the drinking water supply and any alternative supply

The COC is not a full health check of your plumbing. It does not look inside your underground pipes. If you are worried about recurring blockages or hidden damage, a CCTV drain camera inspection will show you what a COC does not.

How Much Does a Plumbing COC Cost in Cape Town?

There is no single fixed price, because the cost depends on the property. The main factors are:

  • The size of the property and the number of bathrooms, kitchens and fixtures to inspect
  • How accessible the geyser, the water meter and the roof space are
  • Whether repairs are needed to bring the plumbing up to standard
  • Whether a follow-up visit is needed to re-check the repairs

The inspection and any repairs are separate costs.

We give you a clear quote after the inspection, and if repairs are needed, we explain what they involve and what they cost before any work starts. There are no hidden costs.

The Plumbing COC Process, Step by Step

  1. Book your inspection. Contact us with your property address and the date you need the certificate. Same-day inspections are available.
  2. We inspect the plumbing. A qualified plumber works through the checklist above and notes anything that does not comply.
  3. We repair anything that fails. If the inspection finds a problem, such as a leaking fitting or a non-compliant geyser installation, we quote and fix it.
  4. You receive your certificate. Once the installation complies, we issue the certificate for your conveyancing attorney, who submits it to the City of Cape Town.

Why Plumbing COCs Fail and How to Prepare

Most failures come down to a handful of common problems: a dripping tap or toilet, a geyser installation that does not meet the standard, unsaddled pipes in the roof, or a water meter that keeps registering when everything is switched off, which points to a hidden leak.

Stormwater connected to the sewer and a missing isolating valve are also on the list.

Before we arrive, check for dripping taps and running toilets, and make sure we can reach the geyser, the roof space and the water meter.

If you suspect a hidden leak, our leak detection service can find it early. Problems with the geyser can be handled by our geyser maintenance and replacement team, and smaller repairs by our general plumbing maintenance service.

Plumbing COCs Across Cape Town

We issue plumbing certificates of compliance across the city, including Durbanville, Table View, Milnerton and Monte Vista.

Our plumbers follow the standards of the Institute of Plumbing South Africa, and several are affiliated with it.

Frequently Asked Questions

Who pays for the plumbing COC when selling?

In most Cape Town sales, the seller arranges and pays for the certificate, and any repairs needed to get it issued. Check your offer to purchase or ask your conveyancer to confirm.

Do I need a plumbing COC for a flat or sectional title unit?

Yes. The requirement applies when a property is transferred, and that includes flats and sectional title units within the City of Cape Town.

What happens if my plumbing fails the inspection?

We explain exactly what needs fixing and quote for the repairs. Once the work is done, we issue the certificate.

Can you inspect and repair on the same visit?

Often, yes. Because our plumbers can carry out the repairs as well as the inspection, most issues can be sorted without you needing to find a second plumber.

Should I book the COC before I list my property?

It helps. Getting the inspection done early gives you time to fix any problems, so the certificate is ready when your buyer signs and the transfer is not held up.
